This resource supports teachers in all New Zealand primary and secondary schools to understand and draw on effective strategies that enhance students' behaviour, engagement, participation, and learning. Professional development facilitators and school leaders will also find it useful in their work with teachers and communities of learning in the areas of effective pedagogy and behaviour support.

PB4L School-wide Tier One implementation manual

This manual is designed to be used by a school’s PB4L–SW team to plan and implement specific aspects of PB4L–SW Tier One. While the resource can be used without formal training, it is recommended that those using it have received training or external support for implementation.

PB4L School-wide Tier Two implementation manual

This manual is designed to be used by a school PB4L–SW team to plan and implement PB4L–SW Tier Two. Those using it should have a strong working knowledge of PB4L–SW Tier One, and it is recommended that they also receive training or external support for implementation of Tier Two.

Section 1 of the manual provides a general overview of Tier Two, Section 2 discusses the functions and responsibilities of Tier Two teams, and Section 3 describes Tier Two systems and processes. Section 4 focuses on Functional Behavioural Assessment, Section 5 unpacks the Classroom Practices Team’s role, and Section 6 looks at Tier Two interventions. The appendices provide support for assessing readiness for Tier Two, a sample Tier Two action plan, the latest version of the BAT assessment, and a sample answer to an exercise on Functional Behavioural Assessment.
